Abstract
This qualitative study aims to explore method and steps of Health Impact Assessment (HIA)
that Local Administrative Organization had applied to control environmental health issues in
accordance with the Public Health Act B.E.2535 (1992), and to study factors affecting the HIA
operation of Local Administrative Organizations (LAOs). Sample consisted of public health and
environment teams from 4 LAOs included 1) Neunpor Municipality, Phichit Province 2) Wungkrod
Municipality, Phichit Province 3) Dong Sue Lueng Sub-district Administrative Organization, Phichit
Province 4) Salokbat Municipality, Kamphaeng Phet Province. Data collected using in-depth
interviews and group discussion. The results found that the step of HIA applying was divided into
three phrases. To begin with the preparation: setting up the HIA working team, the team comprised
health sector and involving person. Next, implementation the HIA steps: by surveying the
environmental health situation, the public participation was then conducted for more than 2 times
in order to hearing the environmental health problems. The following public concerns would be set
as scoping issues for the appraisal. In addition, these concerns would be used to set out the
recommendations for the mitigation measures. Lastly, the recommendations would be taken as
the back-up information for drafting local regulation under the Public Health Act B.E.2535. The
village health volunteers supported this HIA implementation; they surveyed and help to identified
environmental health issues in the certain area. The factors influencing the success of HIA applying
were the importance of executive support when Implementing HIA, teamwork and desire in the
learning process, and supporting from public health network (both of central state and regional state).
As results, there are limitations of LAOs in data analysis, statistical interpreting and report writing
which should be build their capacity in the future.
