Abstract

The operational circumstances of environmental and health impact assessment according
to legislation in a thai context reveal a lack of both knowledge and community participation in
environmental and health impact assessment for thai community. The purpose of this action research

were to develop of capacity building process in environmental and health impact assessment, and
were to evaluate capacity building level in environmental and health impact assessment for the
community leaders. The overall results showed that the components of capacity building process
which were synthesized of operations consist of 1exploration of target area 2 cooperation of
community leaders, 3 finding the community heads, 4 cooperated meeting for the community heads,
5 training of community heads, 6 making the community risk maps, 7 making the community

diagnosis of environment and health, 8 environmental and health impact assessment, 9 setting a
stage of village public participation, 10 making the propose of program/project, and 11 operation
the propose of program/project. Additionally, the evaluation of capacity building level for the
community leaders showed that they had passed completely mean scores of knowledge, awareness,
and practical skill and had increased significant (P<0.05) which compared with before, during,

and after attendance of capacity building process. Eventually, the capacity building process in
environmental and health impact assessment community leaders that would be solve regarding a lack
of knowledge and community participation in environmental and health impact assessment. Moreover,
the final draft of capacity building process that could be try out in similar areas
