Abstract

This Research is implemented by applying public participation spectrum for identifying
status of People Participatory in Environmental Impact Monitoring for Developing Projects. Research
began by reviewing secondary data of environmental quality monitoring and environmental impact
preventing measurement implementation report of Bangpakong Combined Cycle Power Plant number

5 in operating period. Collecting primary data of peoples living in communities around 5 kilometers
from Combined Cycle Power Plant and depth interviewing with sample of communities being
researched
The result is found that Bangpakong Combined Cycle Power Plant number 5 operates
for 10 environmental impact preventing measurements and 6 environmental impact monitoring
measurements. People participatory status in environmental impact preventing and monitoring

measurements are 10 measurements those are operated in level 1 - 4 of public participation
spectrum. Evaluating People participatory status by collecting data from questionnaire for sample
peoples, the result found that project operated People participatory for environmental impact
preventing measurement within level 1 by 52.76%, operating activities of people participatory is

in level 3 by 54.29%. Project operates people participatory in environmental monitoring
measurement within level 1 by 48.67%, operating activities of people participatory is in level 2
by 48.67%. In depth interviewing with representatives of 2 communities, they showed opinion that
measurements for preventing solving and monitoring environmental impact of project are operated
efficiently without any damage impact and people participatory measurement of project is operated
frankly and clear by good collaborating of peoples. However, samples also show opinion that project

would rather focus on public relation that is not real responsibility than prevent possible impact.
For the suggestion to project, there should be people participation for impact monitoring
implementing transparently and developing to be more forceful instead of focusing on public relation
activity. Besides, project must run impact problems solving by technology energy how when and
where for more effectiveness.
